Ontario OINP Reform 2026: Key Changes, New Streams & Eligibility for Immigration

II. Purpose of Ontario's Immigration Policy Reform

The core objectives of this OINP reform are:

• Resource Concentration: Prioritize applicants who are "already working in Ontario" or "have received a job offer from an Ontario employer," ensuring their swift integration into the Ontario labour market.
• Filling Labour Gaps: Assist Ontario employers in addressing long-term labour shortages, particularly in areas crucial for local economic development.
• Quality Enhancement: Raise language and educational thresholds to control program quality, ensuring nominated immigrants possess better adaptability and potential for contribution.
• Regional Balance: Slightly lower revenue thresholds for employers outside major cities (outside GTA), encouraging more talent to move to other regions of Ontario and promoting balanced development across the province.

III. General Employer Requirements for New OINP Streams

The new OINP system sets clearer requirements for employers, ensuring the authenticity of job offers and adequate operational capacity. The main requirements are:

• Operational Duration: The employer must have been actively operating in Ontario for at least 3 years.
• Physical Address: The employer must have a physical business address in Ontario.
• Job Authenticity: Must offer full-time, permanent (no fixed end date), and "genuine demand" positions.

IV. Core Applicant Requirements for New OINP Streams

All applicants must first go through the Expression of Interest (EOI) system for ranking and receive an Invitation to Apply (ITA) before officially submitting their application. Below are the general requirements for each category:

(A) Ontario’s Workforce Priorities: TEER 0–3 Occupations

• Job Offer: Must have a job offer from an Ontario employer in a TEER 0–3 occupation.
• Work Experience: Must possess a certain threshold of work experience, such as short-term local Ontario experience or 2 years of professional/technical experience.
• Education Requirement: Generally requires post-secondary education (college diploma or higher).
• Language Proficiency: Generally requires CLB 6 (some skilled trades positions may be CLB 5).

(B) Ontario’s Workforce Priorities: TEER 4–5 Occupations

• Job Offer: Must have a job offer from an Ontario employer in a TEER 4–5 occupation.
• Work Experience: Must have 9 months of full-time work experience in Ontario in the same position within the past 2 years.
• Education Requirement: Must have a high school diploma.
• Language Proficiency: Requires CLB 4.

(C) Ontario’s Workforce Priorities: Self-Employed Doctors

• Professional Qualification: Must be a member in good standing of the College of Physicians and Surgeons of Ontario (CPSO).
• Registration: Hold an independent, academic, or temporary registration certificate.
• OHIP Eligibility: Be eligible to bill the Ontario Health Insurance Plan (OHIP).

V. Other Common Points of the Ontario Nominee Program

In addition to the specific category requirements mentioned above, all OINP applicants must meet the following common points:

• Status Restriction: Applicants must be foreign nationals (not Canadian citizens or permanent residents).
• Intent to Settle: Must express and demonstrate an intention to reside in Ontario.
