UofT CES Credential Evaluation Service Ends: What It Means for Your Canada Immigration ECA

Quick Navigation:
University of Toronto CES Credential Assessment Service Termination Announcement
The University of Toronto has announced the gradual discontinuation of its Comparative Education Service (CES) credential assessment services. As of 9:00 AM EDT on October 22, 2026, the institution has permanently ceased accepting new applications for credential assessments. This change represents a significant update for many individuals planning to apply for Canadian immigration.
Applied for CES and Awaiting Results?
If you completed the "Submission + Payment" for your application before the CES deadline for new applications, your case will still be processed. However, if your application has any missing documents, it is crucial to provide all required information as soon as possible to avoid delays in the assessment process.
Please note: Merely registering an account, filling out an application, or sending documents does not constitute a completed application. Only cases where the application status shows as submitted and paid will be eligible for continued processing.
Already Hold a CES Report?
If you have already received a credential assessment report (ECA) issued by the University of Toronto's CES, your report will not automatically become invalid solely due to the termination of CES services. The validity of your report will still depend on the requirements of the receiving entity (e.g., IRCC or provincial nominee programs).
Specifically for Education Credential Assessments (ECAs) used for Express Entry (EE), the report must be less than 5 years old from its issue date when you create your EE profile and when you submit your permanent residence application. Please ensure to cross-reference the issue date on your report with your application timeline.
Haven't Applied for ECA Yet? Exploring Other Designated Organizations
If you have not yet applied for an Education Credential Assessment (ECA), or need to find an alternative due to CES discontinuing its services, you can refer to the latest list of designated credential assessment organizations published on the Immigration, Refugees and Citizenship Canada (IRCC) official website. Currently available organizations include, but are not limited to:
- WES (World Education Services)
- ICAS (International Credential Assessment Service of Canada)
- IQAS (International Qualifications Assessment Service)
- ICES (International Credential Evaluation Service)
Before selecting an organization, please ensure to confirm the purpose of your credential assessment (e.g., immigration application, professional licensing, educational purposes, etc.) and whether your profession requires a profession-specific assessment. Different organizations may have varying assessment scopes, required documents, and processing times. It is advisable to carefully review the official websites of each organization for detailed information.
